Municipal and Public Safety GIS Mapping Solution

This program presented two similar ArcGIS solutions to mobile mapping for emergency services and municipal agencies looking for an inexpensive approach to “response maps” and preplanning. Dan Allen, GIS Consultant from MRB Group, Tom Hetherington, Deputy Chief of Village of Churchville Fire Department, and Jeff Tewksbury, GIS Coordinator for the Town of Ogden, presented applications that have been developed for several Monroe County agencies and municipalities.

Real Property Tax Administration Technology Improvement Grant Program (RPTATIP)

The Office of Real Property Services (ORPS) has established the Real Property Tax Administration Technology Improvement grant program to advance the agency’s mission “to support local governments in their pursuit of real property tax equity.” Users of parcel level data can be provided more effective and efficient access to the information they need through the sharing of parcel level data, advancements in the use of technology and integrated real property systems. An important component to this grant program is to enable taxpayers, both current and potential, to gain access to parcel level data and sales information with greater ease and efficiency. Also important is improving the efficiency and effectiveness of business processes through intergovernmental collaboration and cooperation in the use of real property data. JoAnn Whalen of the New York State Office of Real Property Services presented an overview of the 2005-06 RPTATIP project and results, and proposals and time frames for the 2006-07 RPTATIP project.

Potential Uses of GIS in Determining & Managing “Point of Dispensing” (POD) Site Suitability and Selection

Jeff Tewksbury – Town of Ogden Emergency Manager, Ogden GIS Coordinator

Monroe County Department of Public Health is in the process of identifying potential POD sites to be used during a large-scale public health emergency. These sites will be “activated” should it become necessary to provide immunizations and/or medication to the population.

These sites should be:

• Able to sustain massive patient flow rate
• Relatively easy to secure
• Easily accessible by the public
• Large enough to accommodate the layout, equipment, staff and patients
• Geographically centrally located
• Self sustainable if necessary

Members of the Site Survey Task Force have completed approximately 50-site surveys within Monroe County. The selection process continues and to date 17 sites selected have agreed to become PODs and responded with a signed Letter of Agreement (LOA).

An Overview of the New Statewide GIS Roads & Addressing Data Set

New York State recently released the NYS Accident Location Information System (ALIS) GIS data, often referred to as the new Statewide GIS Streets and Addressing Data. This presentation provided an overview of the newly available NYS Streets file and the other associated ALIS GIS data layers and discussed how local governments and all NYS GIS Data Sharing Cooperative members can access the data layers, associated documentation, and new geocoding tools. Expected data maintenance releases and GIS user community participation in data maintenance partnerships was also be discussed.

Geocaching

Our December program featured a presentation on Geocaching by Sandra Forbes, President of the New York Geocaching Organization. Geocaching is an entertaining adventure game for GPS users. Participating in a cache hunt is a good way to take advantage of the wonderful features and capability of a GPS unit. The basic idea is to have individuals and organizations set up caches all over the world and share the locations of these caches on the internet. GPS users can then use the location coordinates to find the caches. There are over 3400 geocaches hidden in New York State alone!

Vineyard Site Selection using GIS and Spatial Models

Dr. DeGloria’s interests focus on advancing the development and use of spatial data to meet environmental information needs domestically and internationally. His current work focuses on improving the resource inventory process through the use of aerospace imagery, developing spatial models that incorporate multi-spectral and multi-temporal data from Earth-orbiting satellites, and integrating biophysical and socio-economic data for use in spatially-explicit simulation models of environmental processes in mixed use landscapes.

The GIS/SIG June Program was held Thursday, June 10th, from 11:30 AM to 1:00 PM at the Braddock Bay Park Pavilion in the Town of Greece. The Rochester-Genesee Regional Transportation Authority (RGRTA) presented on their Automatic Vehicle Location (AVL) system. Headquartered on Main Street in Rochester and governed by 11 commissioners, RGRTA oversees public transportation in Monroe, Genesee, Livingston, Wayne, Wyoming, and Seneca counties.

Grant Opportunities

The December program was on grant opportunities and how Counties and Municipalities can apply for grants to help offset the costs for GIS implementation. Gail Fischer, New York State Archives Regional Advisory Officer, presented on the New York State Archives grant process. Paul Rooney from ESRI and Ron Sassone from the Town of Greece also presented.
